I love high absurdity.  After the deplorable behavior of the Michigan State House of Reps, this seems almost mild in response.

Oh, goodie, a big neener-neener contest.

Sad to see what should be a decorous environment deteriorate into schoolyard name calling, but geez.  I can understand the resentment behind this sign.  It really isn’t far from the things I yell at my monitor, they just put it on a sign and told the world.
